You should also be very careful with budget hotels because they don't have adequate equipment such as electric blankets for the winter, and diesel Genset during electricity failure for many days during heavy snowfall in Jan & Feb month. Dal lake may be frozen due to heavy snowfall, keep in mind city local transport is not good during winter, so it would be well advised to book a pre-paid 4*4 car or chained vehicle like Gypsy in advance.
